chevron_rightAre there any types of vehicles that I cannot park on Winfield Lane or on my own parking pad?
Yes. No trucks, pickup trucks, RV vehicles, boats, commercial vans, taxi cabs, trailers, campers, motorcycles, motorized bikes, motor scooters or non-traditional bikes can be parked on Winfield Lane or outside on your parking pad. Please park them in your garage.

chevron_rightI have a steep driveway, which makes it hard for me to park in icy conditions. Can I extend my car onto Winfield Lane during this time?
Vehicles may extend from a driveway into Winfield Lane for reasons of safety only, such as snow and icy conditions.

chevron_rightI lost my parking medallion. Can I get a replacement?
Yes. Requests for a replacement medallion need to be made in writing to the property manager. The replacement fee is $100. Replacement medallions are marked as Duplicate and the prior medallion is voided. A second loss costs $200 to replace, and a third costs $400. The property manager has no authority to issue a fourth replacement parking medallion, which requires a written appeal to the Board of Directors.

chevron_rightWhat do I do if a car is blocking my driveway?
You need to call 911 and ask for the police to come and issue/ place a violation notice on the vehicle that is blocking your driveway. Then and only then you can call ABC Towing (202-338-2222) to come and have the vehicle towed. Winfield Lane is a private roadway, which means that no vehicle may be towed without first being ticketed.

chevron_rightWhere can my guests and service providers park?
Each home has two parking spaces - the garage and parking pad. In addition, each home receives one removable parking medallion that can be used by guests and a service provider to park temporarily (no more than 72 hours consecutively in the same spot) on Winfield Lane, which is common property, owned by CWHOA and is governed by a set of rules that must be observed.
All parking within the community on Winfield Lane is by permit only. Accordingly, every vehicle parked on Winfield Lane must display a valid medallion. Authorized common parking spaces for CWHOA use, beginning at 3548 Winfield, are limited and marked by signage.
If you plan to host a gathering, your guests should be advised to use public street parking on Reservoir Road or on 35th Street or to come by taxi. Guests parking on the premises must follow the rules – no parking along designated Fire Lanes, no parking in the alleyways, no blocking of driveways or garages.
Violators are subject to ticketing by the Parking Enforcement Department and/or MPD and towing by ABC Towing without notice, as well as by a fine imposed by CWHOA at the rate of $100 for every 24 hours of non-compliance.

chevron_rightTRASH REMOVAL - When do I put out my trash for pickup?
CWHOA hires a private contractor, Tenleytown Trash, to remove garbage and trash on Tuesday and Friday mornings.
Recyclable items are collected on Tuesday mornings only.
If a holiday falls on either day, the regularly scheduled service is provided on the following day, even if it is a Saturday.
Non-recyclable garbage and trash must to be placed outside in a lidded trash receptacle and no earlier than 6:00 pm the night before the scheduled pickup.
If you have more garbage than can fit in your covered container, you may place it in a securely closed and tied heavy duty plastic bag, but not before 7:00a.m on garbage pick-up day. Such plastic bags may not be placed outside the evening before pick-up, because, even when securely sealed, they attract rodents when left outside overnight.
Bags must not contain liquids because they compress in the trucks and spill onto the street.
Garbage bins and recyclable containers must be placed in your garage by the end of the pickup day.

chevron_rightWhat items are recyclable?
Recyclables are to be placed in the lidded blue recycle bin provided by Tenleytown Trash. Acceptable items are rinsed empty glass, metal and plastic containers including soda, water and milk bottles marked on the bottom with PET-1 or PET-2; egg cartons, color/glossy magazines, bulk mail, corrugated cardboard, paper boxes, paper and newspapers. chevron_rightWhat do I have to do if I want to make a change to the outside of my home?
The exterior appearance of our community is important both for aesthetic reasons and to preserve our investments. Each homeowner must apply to the CWHOA Covenants Committee in writing to make any change to the exterior of his or her home. (Exterior Change Request Form - Printable pdf version )

chevron_rightWhat are the standards that guide the Covenants Committee?
Every owner has the responsibility to maintain his/her property in a manner that enhances the overall look and appeal of the Cloisters. This is not a preference but a CWHOA requirement pursuant to our governing documents. If covenants are violated and you receive a letter to that effect, you must respond or be subject to legal enforcement.
Here are the general standards that guide the work of the Covenants Committee.
1. Doors and frames, windows, vents, trim and railings must be maintained. Any chipped, flaking, mildewed or generally deteriorated paint is not permitted. Repainting with the EXACT COLOR that was previously approved does not require another approval.
2. Proper mortar color is Brixment rw-5, available from Potomac Valley Brick, 3 Deerwood Circle, Rockville, MD 20849. T: 240-499-2666.
3. Gutters and downspouts must be in good working order and cleared of debris.
4. Landscaping - Homeowners are responsible for the maintenance of the lawn, shrubs and trees on their property. The area must be properly landscaped and weed-free and the ground must be adequately covered to prevent soil erosion. Private back gardens also must be kept free of weeds, garbage, other debris, garbage receptacles and recycle bins, as neighbors can view these private spaces. Garbage and recycle receptacles are to be kept inside your garage. All trees on private property must be pruned and properly maintained.
No hardwood tree may be cut down without prior written CWHOA Board approval. In the event that such approval is granted and a hardwood is removed, it must be replaced with another hardwood of approved size within 30 days. Similarly, dead shrubs and plants must be removed and replaced within the 30-day time period. Ivy may be removed from brickwork and not replaced.
5. Fences should be in good repair, upright, without waves, bends or broken parts and gates should close properly.
6. Roofs should have no missing or loose shingles or flashing and must be replaced with shingles of the same color. Any variance must be addressed through an Exterior Change Request Form.
7. All exposed wiring associated with cable, phones, TV, etc. must be neatly tied, placed behind downspouts and/or covered with appropriate covers.
8. Satellite Dishes require that an Exterior Change Request Form be submitted to the Covenants Committee and approved before installation can begin. Cloisters West is cognizant of the Federal regulations that mandate the right of individuals to secure communications signals. Those regulations also support the right of associations such as ours to require that the placement and design of the hardware be consistent with the best interests of the community. Therefore, if you wish to install a satellite dish, the Covenants Committee will work with you to choose the least conspicuous location while maintaining the integrity of the signal. A satellite dish on the garage or front of your home is not allowed. The preferred location is the roof of your home. A secondary location is on the upper back wall of your home. Inform your satellite dish company that it needs to bring a ladder to reach the roof. Satellite dishes may be installed on the house rooftop on the rear of the house, inset four feet from the eaves, without need for an Exterior Change Request Form or Covenant approval. All other installation locations must be approved by the Covenants Committee prior to installation.
9. Front yards and back yards may have grass, shrubs, bushes, or trees. They must be weed and trash free, not overgrown and must be maintained regularly. If you walk your dog in your backyard, remove feces, as it attracts rats. Periodically use a hose to wash the patio to remove the smell of urine. An unsightly back yard can be seen by your next door neighbor, so make it nice to look at.
